I don't think I could recommend a publisher without reading your work,
but you might want to ask at your local chapter of RWA - Romance Writers
of America. They have a Website at http://www.rwanational.com/ where you
can probably find an address for a chapter near you. They also keep a
list of the larger romance publishers.
As for copyright, you don't need to register with the copyright office.
Your stories are already covered by copyright law, and have been from
the moment you wrote them.
You can add a copyright notice to any submissions you make to
publishers, but it is pretty safe to assume that the editors who read
them are aware of copyright laws without your little reminders. Going
overboard with copyright issues on your manuscript and/or cover letter
is a clear sign of a rank amateur.
